“非物质文化遗产研究者论坛”第一届双年度会议在巴黎召开

  值联合国教科文组织《保护非物质文化遗产公约》缔约国大会(The General Assembly of the States Parties to the Convention for the Safeguarding of Intangible Cultural Heritage)第四届会议即将召开之际,由法国世界文化之家(La Maison des Cultures du Monde)和亚太地区非物质文化遗产研究中心(The International Research Center for ICH in Asia and the Pacific Region,教科文组织II类中心,日本)主办的“非物质文化遗产研究者论坛第一届双年度会议:教科文组织《保护非物质文化遗产公约》的实施”(The First Biennial Meeting of the Forum of ICH-Researchers: The Implementation of UNESCO"s Intangible Heritage Convention)于2012年6月3日在位于巴黎的世界文化之家举行,会期一天。

  开幕式上,联合国教科文组织非遗处的负责人塞西尔·迪韦勒(Cecile Duvelle)女士,日本九州大学法学院的河野俊行(Toshiyuki Kono)教授和法国非物质文化遗产保护中心主席谢里夫·卡兹纳达尔(Cherif Khaznadar)教授分别致辞。随后会议围绕“《公约》的实施”这一主题分以下三个单元进行:(1)专题发言:《公约》非遗名录和名册的列入标准阐释[1];(2)专题发言:在《公约》框架下保护自身非物质文化遗产的社区参与;(3)开放论坛:怎样确定非物质文化遗产研究的优先领域。

  除了来自法国、荷兰、土耳其、摩洛哥、爱沙尼亚、比利时、巴西、塞内加尔、日本、南非和意大利的应邀发言者外,还有来自十几个国家和地区的学者和非政府组织代表出席了本届会议,并参与了有关话题的深入讨论。前往巴黎参与联合国教科文组织《保护非物质文化遗产公约》缔约国大会第四届会议的中国政府代表团全体成员列席了本次会议,并就非遗保护工作与学术研究的问题设计与来自世界各地的学者交换了意见。中国民俗学会会长、中国社会科学院民族文学研究所所长朝戈金研究员作为中国政府代表团专家组成员也列席了会议,并在会下与相关学者进行了交流。

  据悉,在2011年11月于印度尼西亚巴厘岛召开的教科文组织保护非物质文化遗产政府间委员会第六届会议期间,相关专家联袂发起“非物质文化遗产研究者论坛”的倡议得到了来自世界各地包括中国的学者的支持,当时大家就论坛的组织方式和话题选择进行了初步磋商。在该论坛的网站上,就其缘起做出了如下说明:《保护非物质文化遗产公约》(以下简称为“《公约》”)和其《操作指南》建议非物质文化遗产专家参与《公约》的实施中来。而事实上,从南到北,从西方到东方,非物质文化遗产领域中的许多研究者已参与过《公约》框架下的各种会议。不过,就带动研究人员,或就在这些会议期间或其前后有系统地讨论相关的研究课题而言,这些难得的机会至今还没有被加以充分利用,尽管非物质文化遗产各个领域及其保护的目标化研究是《公约》得以良性发展的一个先决条件。因此,一些专家发起组织“非物质文化遗产研究者论坛”以及作为该论坛的第一次会议,其原则是在每两年一届的“《保护非物质文化遗产公约》缔约国大会”之前作为大会的一个侧端事件而举办。该论坛旨在成为一个开放的空间,为专家们提出自己的见解,分析《公约》截止目前的实施情况,以及就《公约》的进一步发展等话题展开讨论提供一个学术平台。该论坛欢迎非物质文化遗产研究领域的专家参与会议并就相关讨论作出贡献[2]。
